The EU drone regulation offers two main certificates for the Open Category: the A1/A3 certificate and the A2 certificate. Which one you need depends on your DJI drone model and how you plan to fly it.
A1/A3 Certificate — Most DJI Pilots

A2 Certificate — Close to People

This is required for professional operators who need to fly heavier DJI drones like the Inspire 3 near populated areas. The A2 certificate requires the A1/A3 as a prerequisite, plus a practical self-training declaration and a proctored theory exam.
Getting Your Certificate
The process for obtaining your EU drone certificate is standardized across all member states, though each country's national aviation authority handles registration and exams independently.
Step 1: Register as an operator. Visit your national aviation authority's website and create an account. You will register as a drone operator and receive your operator registration number (e-ID). In Germany, this is done through the LBA at lba-openuav.de. In the Netherlands, through the RDW. In France, through AlphaTango by the DGAC.
