EU Remote Pilot CertificateDrone License in Germany
In Germany, the Luftfahrt-Bundesamt (LBA) is responsible for issuing drone pilot certificates. Since January 2021, the EU Regulation 2019/947 applies, and the LBA administers both the EU-Kompetenznachweis (A1/A3) and the EU-Fernpiloten-Zeugnis (A2).
Registration as a drone operator is mandatory through the LBA-DFS portal. Every drone pilot must obtain an operator registration number (e-ID) before flying. The German system is fully integrated with the European EASA framework, meaning your German certificate is valid across all EU member states.
German Drone License Types
EU-Kompetenznachweis A1/A3
The basic German drone license (kleiner Drohnenführerschein). Online exam through the LBA portal with 40 questions. Topics include air law, meteorology, UAS knowledge, and operating procedures. Valid for 5 years.
EU-Fernpiloten-Zeugnis A2
The advanced German drone license (großer Drohnenführerschein). Requires A1/A3 first, practical self-training, and a proctored exam. Allows flying C2 drones closer to people. Valid for 5 years.
Germany-Specific Rules
Beyond the EU baseline regulations, Germany has additional requirements for drone pilots:
- Mandatory liability insurance (Drohnenhaftpflichtversicherung) — required for all drone operations, including recreational flights.
- Registration via LBA portal (e-ID for UAS operators) — every operator must register and display their e-ID on the drone.
- Geographical zones — no-fly zones around airports, nature reserves, government buildings, and other sensitive areas.
- German airspace authorization via the DIPUL system — required for flying in controlled airspace or restricted zones.
- Maximum altitude: 120m above ground in the Open Category — consistent with EU-wide rules.
