While C0 drones have the least restrictive rules, every DJI Mini has a camera, which means you must register as a drone operator in your country. DJI FPV and Avata models do not have class labels and are treated as legacy drones. The A1/A3 certificate is mandatory, and you must fly under A3 rules — well away from uninvolved people. Legacy (No Class Label)
